I hope that the pieces will be a bit larger than those of the example.
Will it be possible to stick the pieces down using pins, glue etc. to avoid them moving?

The size of the grid cell is 7×7 cm.
The pieces are hard enough to stay still.

I can provide glue to every team who wants to use it, but I would not recommend.
It’s an optimizer, supposing some changes to have a better score.

After the part we will make a photo of each desk and will check on it

“Any digits out of boundaries will be ignored while scoring the puzzle.”

Just to make sure: If there is, for example, a region of four digits 4 inside the grid and another 4 adjacent but outside the grid, is this a valid region?

    Yes,

we will evaluate like the cells outside the boundary do not exist at all

As the tiles are hard enough to stay still, can we put four tiles like this:A covers B,B covers C,C covers D,D covers A at one cell each?

    Yes

The only you cannot do is fold or cut them
